Detention centre report not subject to discovery in judicial review proceedings

High Court refuses application of discovery of report based on visits to a detention centre campus by two English academics whose report was presented to management in judicial review proceedings, finding that the report was not relevant or necessary and the applicant failed to demonstrate the necessity for the discovery.

Discovery – judicial review – applicant was segregated from other children at Oberstown for defined periods – applicant has not demonstrated the necessity for the discovery – application refused.
